Bidding is a way to monetize a jot, based on how convinced a user is about it with reference to the topic. One can submit multiple bids on a topic. The final bid amount will be the sum of all your bids.

Is it mandatory to bid?

Yes, a bid is mandatory to participate in a topic. If you do not want to bid, you can be a LP.

How can I improve my chance of winning CELO?

Every bidder is scored on the basis of the quality of their jots that they submit. Bidders can improve their chance of winning by having a diverse set of jots and the tight correlation to the topic question.
